Getting the Lucky Fortune Cookie in Lost Ark is entirely a matter of luck. There's a chance you can get it on your first try, but there's a much higher chance that you will get an Unlucky Fortune Cookie. First, you need to be in the Anikka Continent.
How do I get a Lucky Fortune Cookie?
Go to the southwest corner of the Port City Changhun Area, right below the Clinic. When you're there, stop by Food Merchant Chunling. She is standing in the corner next to the tables and cooking area.
Talk to her to open her shop and go to the Ingredients tab to find the Fortune Cookie Chest. Buy 30 to 60 Fortune Cookie Chests from her. They cost 60 Silver each, but you must buy a lot of them.

Go to your Inventory and right-click on the Fortune Cookie Chests to use them. Purchasing just 100 and trying them all simultaneously is an option if you want to use many at once. Because the chances of failing are much higher than succeeding, the process can take a long time and a lot of Silver.
Eventually, you'll receive a Lucky Fortune Cookie, but if you fail, you'll receive an Unlucky Fortune Cookie. You can use either of them to get a fortune, but the unlucky one won't benefit your Adventurer's Tome.
